Abstract

Penelitian ini dilatarbelakangi oleh fenomena banyaknya sekolah yang menggunakan manajemen berbasis sekolah namun tidak disertai adanya evaluasi. Manajemen pengelolaan madrasah memengaruhi keberhasilan pendidikan, sehingga evaluasi yang mencakup contecxt, input, process dan product mutlak dilakukan. Hal tersebut bertujuan agar madrasah mengetahui apa kelebihan dan kekurangan dalam pelaksanaan manajemen berbasis sekolah di lingkungannya. Penelitian ini dimaksudkan untuk menjawab pertanyaan: (1) Bagaimana program manajemen berbasis sekolah di MIN Kudus? (2) Bagaimana implementasi program manajemen berbasis sekolah menggunakan model CIPP di MIN Kudus?. Penelitian ini adalah penelitian kualitatif lapangan. Data diperoleh melalui metode observasi nonpartisipan, wawancara terstruktur dan dokumentasi. Semua data dianalisis dengan pendekatan fenomenologis berupa studi kasus dan sosiologis.
Kajian ini menunjukkan bahwa (1)Program Manajemen Berbasis Sekolah di MIN Kudus dilaksanakan dengan mengoptimalkan Sumber Daya yang ada di MIN Kudus, baik Sumber Daya manusia maupun non Manusia. (2) Context MBS di MIN Kudus menunjukkan ada peran dari kepala madrasah, pendidik dan tenaga kependidikan, komite madrasah dan orang tua/wali peserta didik dalam merumuskan visi, misi dan tujuan pendidikan. Hal tersebut dilakukan dengan melihat kekuatan, kelemahan serta peluang yang dimiliki MIN Kudus. Input berupa Sumber Daya Manusia dan Sumber Daya Alam di MIN Kudus menjadi satu kekuatan dalam pelaksanaan MBS. Dengan menggunakan sumber daya yang ada serta partisipasi dari semua pihak pada 7 elemen Manajemen Berbasis Sekolah (kurikulum dan pembelajaran, peserta didik, pendidik dan tenaga kependidikan, pembiayaan, prasarana dan sarana, hubungan masyarakat, budaya dan lingkungan) menjadi satu usaha yang dilakukan MIN Kudus untuk meningkatkan mutu pendidikan. Process yang dilaksanakan dengan memanfaatkan semua sumber daya yang ada. Pengambilan kebijakan dalam 7 elemen MBS didasarkan pada partisipasi dan peran seluruh komponen. Sehingga product yang dihasilkan berupa kemandirian madrasah, serta peningkatan potensi dan mutu pendidikan dapat dicapai. Temuan tersebut memberikan referensi bagi semua pengelola madrasah, kementrian agama, komite madrasah serta orang tua peserta didik untuk berpartisipasi dalam penentuan kebijakan madrasah serta berperan dalam semua hal yang berkaitan dengan manajemen madrasah.

ABSTRACT:

This research is motivated by the phenomenon of many schools that use school based management but rarely evaluate the program. School’s management is ones of factor the successful education. So that the evaluation including context, input, process and product is needed. School can know what are the advantages and disadvantages of implementing school-based management in its environment. This research is intended to answer the question: (1) How is the school based management program in MIN Kudus? (2) How is the implementation of school based management program using CIPP model in MIN Kudus?. This research is a qualitative research field. Data is obtained through non-participant observation methods, structured interviews and documentation. All data is analyzed with a phenomenological approach of case and sociological studies
This research show that (1) Implementation of school based management at MIN Kudus is implemented by optimizing the resources in the MIN Kudus, both human and non human resources. (2) The Context of school based management at MIN Kudus shows that the role of the headmaster, teacher, staff, committee and the parent of students in formulating the vision, mission and objectives of education appropriate with their duties and functions.. It is done by looking at the strengths, weaknesses and opportunities that the MIN Kudus has. The Input of School Based Management shows that human resources and non-human resources at MIN Kudus became a strength in implementing school based management. MIN Kudus use available resources and participation from all parties on the 7 elements of school based management (curriculum and learning, students, teacher, staff, infrastructure and facilities, public relations, culture and environment ) into an effort to improve the quality of education. The Process that is implemented to utilize all existing resources. Participation and role of all school components are conducted in taking policy. So, the product of school based management produced is school’s independence, as well as increasing the potential and quality of education can be achieved. The findings provide references for all school managers, religious ministries, headmaster, teachers and staff, committees and students ' parents to participate in school’s policy determination and carry out their function in school management.
