Desa Lawatan merupakan sentra industri shuttlecock dengan 70% masyarakatnya mempunyai tempat usaha. Industri yang pada awalnya hanya berjumlah beberapa dan bersifat industri rumahan kini terus mengalami perkembangan hingga skala perindustrian makin mengalami kenaikan. Proses perkembangan suatu industri tentu mempunyai peran dari berbagai pihak hingga dapat menjadikan suatu industri maju dan berkembang. Modal sosial mempunyai peran yang sangat penting dalam proses pengembangan sentra industri shuttlecock di Desa Lawatan, Kecamatan Dukuhturi, Kabupaten Tegal.
Skripsi ini bertujuan untuk mengetahui apa saja tahap-tahap dalam pengembangan sentra industri shuttlecock di Desa Lawatan, serta bagaimana proses perekrutan pekerja dalam sentra industri shuttlecock di Desa Lawatan, Kecamatan Dukuhturi, Kabupaten Tegal. Penelitian ini adalah jenis penelitian lapangan yang menggunakan metode kualitatif dengan pendekatan deskriptif. Penyajian data dalam penelitian ini menggunakan teknik observasi partisipastif, wawancara mendalam, dan studi dokumentasi. Wawancara dilakukan dengan sejumlah informan yang telah terlibat dalam industri shuttlecock. Data dalam penelitian ini dianalisis menggunakan teori modal sosial dari Robert Putnam.
Hasil dari penelitian ini menunjukkan bahwa pada proses pengembangan sentra industri shuttlecock, unsur modal sosial berupa jaringan sangat berperan dalam proses perkembangan industri shuttlecock di Desa Lawatan. Jaringan tersebut berupa hubungan antara pemilik usaha dengan seluruh elemen yang terdapat pada industri shuttlecock seperti penyedia bahan baku, pemerintah, pekerja, dan konsumen. Selain itu, pada proses perekrutan pekerja di industri shuttlecock para pemilik usaha memiliki rasa saling percaya dengan para pekerjanya. Hal ini dapat dilihat dari para pekerjanya yang berasal dari keluarga maupun tetangga sekitar. Selain itu, norma juga mempunyai peranan dalam proses pengembangan sentra industri shuttlecock di Desa Lawatan. Hal ini terlihat dalam berbagai aturan yang berupa kontrak kerja tidak tertulis dengan pekerja. Selain itu, aturan mengenai standarisasi produk shuttlecock juga diterapkan dalam perusahaan guna memajukan usaha tersebut.

ABSTRACT:
Lawatan Village is a shuttlecock industry center with 70% of the people having business premises. Industries that were originally only a few in number and are home industries are now continuing to develop until the scale of the industry is increasing. The development process of an industry certainly has a role from various parties to make an industry developed and developed. Social capital has a very important role in the development process of the shuttlecock industry center in Lawatan Village, Dukuhturi district, Tegal Regency.
This thesis aims to find out what are the stages in the development of the shuttlecock industry center in Lawatan Village, as well as how the process of recruiting workers in the shuttlecock industry center in Lawatan Village, Dukuhturi District, Tegal Regency. This research is a type of field research that uses qualitative methods with a descriptive approach. The presentation of data in this study used participatory observation techniques, in-depth interviews, and documentation studies. Interviews were conducted with a number of informants who had been involved in the shuttlecock industry. The data in this study were analyzed using the social capital theory of Robert Putnam.
The results of this study show that in the process of developing the shuttlecock industry center, the element of social capital in the form of networks plays a very important role in the development process of the shuttlecock industry in Lawatan Village. The network in the form of a relationship between business owners and all elements in the shuttlecock industry such as raw material providers, goverments, workers, and consumers. In addition, in the process of recruiting workers in the shuttlecock industry, business owners have mutual trust with their workers. This can be seen from the workers who come from their families and neighbors. In addition, norms also have a role in the development process of the shuttlecock industry center in Lawatan Village. This can be seen in various rules in the form of unwritten employment contracts with workers. In addition, rules regarding the standardization of shuttlecock products are also applied in the company to advance the business.
