Abstract
Pada tahun 2015 M dan 2016 M terdapat wacana baru pembahasan tentang draf kriteria baru penentuan kalender hijriah di Indonesia, yaitu draf kriteria MUI dan draf kriteria baru MABIMS, dengan kriteria tinggi hilal 3 derajat dan elongasi 6,4 derajat. Kriteria ini sengaja dibuat untuk kepentingan dan kesepakatan bersama guna penyatuan kalender hijriah di Indonesia. Ormas Islam di Indonesia diharapkan memberikan pandangan dan sikap terhadap draf kriteria baru tersebut. Studi ini dibuat untuk menjawab permasalahan: (1) Bagaimana akseptabilitas draf kriteria baru penentuan kalender hijriah menurut ahli falak ormas Islam di Indonesia? (2) Bagaimana peluang draf kriteria baru penentuan kalender hijriah dapat menjadi pemersatu penetapan awal bulan hijriah di Indonesia?. Pembahasan ini melibatkan ormas Islam di Indonesia yang memiliki lembaga atau badan hisab dan rukyat. Ormas Islam di sini dikelompokkan menjadi dua, yaitu mazhab rukyat dan mazhab hisab. Penelitian ini menggunakan mixed methods dengan melibatkan data kuantitatif dan kualitatif sebagai sarana untuk mengumpulkan dan menganalisis data. Metode ini menggunakan sequential explanatory strategy. Pertama, menganalisis data kuantitatif. Kedua, menganalisis data kualitatif, untuk membuktikan, memperdalam, dan memperluas hasil penelitian kuantitatif yang dilakukan pada tahap pertama.
Kajian ini menunjukkan bahwa: (1) Ahli falak mazhab rukyat maupun mazhab hisab secara keseluruhan menunjukkan akseptabel (positif) terhadap draf kriteria MUI maupun draf kriteria baru MABIMS sebagai penentuan kalender hijriah di Indonesia. Namun, secara keseluruhan penyebaran frekuensi skor kedua mazhab dikategorikan sedang, sehingga ada yang setuju, kurang setuju, dan belum setuju terhadap draf kriteria tersebut. (2) Secara keseluruhan, kedua draf kriteria baru memiliki peluang untuk diterapkan di Indonesia. Untuk merealisasikannya perlu dilakukan dialog antara ormas Islam, ahli falak, ahli astronomi, serta ahli fikih, juga tentunya pemerintah sebagai pemangku kebijakan.
ABSTRACT:
In 2015 AD and 2016 AD, there was a new discourse on the draft of new criteria for Hijri calendar determination in Indonesia namely the draft of The Indonesian Ulama Council (MUI) and the new draft criteria from MABIMS, with difference 3 degrees for criteria the height of hilal (cresent moon) and 6,4 degrees for its elongation. Both are intentionally made for the benefit and mutual agreement to unite the Hijri calendar in Indonesia. Islamic organizations in Indonesia have provided views and attitudes toward the draft of the new criteria. This study was conducted to answer the problems: (1) How is the acceptability draft of a new criteria determination according to expert astronomy Islamic organizations in Indonesia? (2) How is the chance draft of the new criteria determination of Hijri calendar can be a unifier of the initial determination of the Hijri calender in Indonesia? This discussion involves Islamic mass organizations in Indonesia, which have institutions of ru’yat (moon-sighting) and hisab (calculation) . Islamic organizations here are grouped into two schools of thought (mazhab), namely school of ru’yat and school of Hisab. This research uses mixed methods involving quantitative and qualitative data, which means to collect and analyze them. The method used is a sequential explanatory strategy, firstly analyzing quantitative data, secondly analyzing qualitative data, to prove, deepen and extend the result of quantitative research done in the first stage.
This study shows that: (1) The expert astronomy ru’yat school and hisab school both show acceptablity (positive) to the MUI criteria as well as the new criteria of MABIMS as the determination of the Hijri calendar in Indonesia. However, in overall, the frequency distribution of both schools’s scores are categorized as middle, that means there are groups who agreed, disagreed, and have not agreed on that criteria. (2) In general, two drafts of the new criteria have an opportunity to be applied in Indonesia. But for realizing it, it is needed to be settled a dialogue among Islamic organizations, astronomers, experts of islamic Jurisprudence, as well as Government as a stakeholder.
