Abstract
Elections are the first step of political parties in competing for
power to occupy the executive and or legislative seats. Political parties
and candidates must have a strategy that can determine the victory to win
the seat of power. Political campaigns are an arena of struggle to
influence voters through political programs and vision and mission that
are expected to accommodate the aspirations of the people, so as to
maximize the vote acquisition of a political party. The Indonesian
Solidarity Party as a new party in the 2019 legislative elections,
succeeded in gaining legislative seats at the local level in big cities and
urban areas. As a new party, PSI won 6 seats in the city of Jakarta. In
other urban cities like, Surabaya gets 4 seats, Bandung gets 3 seats and in
Malang gets 1 seat. PSI became the second-highest ranked party in Aceh
Province. Meanwhile, in the city of Semarang which is identical to the
'bull pen' PSI managed to get 2 seats.
The purpose of this study: (1) Knowing the campaign strategies
used by PSI candidates in the 2019 legislative elections in Semarang City
(2) Knowing the supporting and inhibiting factors of the campaign
strategies used by PSI candidates in the 2019 legislative elections in
Semarang City. This type of research uses a qualitative type of research
procedures that produce descriptive data, while the type of research is a
case study. Data collection is carried out in research that is by interview
and documentation. Primary data in the form of data obtained directly by
the author from interviews with informants, while secondary data
obtained from documents needed to complete the data in the study. The
location of the study was conducted in the city of Semarang. The subjects
of this study were the Chairman of the DPD PSI Semarang City and the
elected legislative candidates from PSI, while the object of the research
was the campaign strategy of the Indonesian Solidarity Party legislative
candidates and their inhibiting and supporting factors, the research

informants were selected purposively. Then the data processing
techniques used are data reduction, data presentation and conclusion
drawing.
From the results of the study it can be concluded that the PSI
Semarang City candidates in conducting campaigns using several
strategies and there are supporting and inhibiting factors faced in winning
the 2019 legislative elections in Semarang City. The strategy includes
ownership of the issue by using party issues owned by the Indonesian
Solidarity party. As well as political communication which includes the
political messages used and door to door campaign channels. Factors
supporting the success of PSI candidates in winning the legislative
elections are (1) Semarang City urban community (2) The strength of the
votes of the Indonesian Solidarity party voters in the City of Semarang.
While the inhibiting factors of PSI's legislative campaign strategy are (1)
Hoax news (2) Campaign funding (3) There is discrimination (4) The
emptiness of Indonesian Solidarity party figures.
