Penelitian ini dilatarbelakangi oleh peningkatan partisipasi pemilih pada pelaksanaan Pemilihan Walikota Semarang tahun 2020 dari periode sebelumnya meskipun dalam situasi pandemi COVID-19 dan dengan kasus terkonfirmasi positif COVID-19 tertinggi di Jawa Tengah. Penelitian ini bertujuan untuk menjawab dua rumusan masalah, yaitu (1) Menguraikan implementasi PKPU Nomor 6 dan 10 terkait dengan Metode dan Kegiatan Sosialisasi, Pendidikan Pemilih dan Partisipasi Masyarakat Oleh KPU Kota Semarang dalam upaya meningkatkan Partisipasi Pemilih Pilkada di Masa Pandemi COVID-19; dan (2) Mengungkap problematika yang dihadapi KPU Kota Semarang dalam upaya meningkatkan Partisipasi Pemilih Pilkada di Masa Pandemi COVID-19.
Metode penelitian ini menggunakan metode kualitatif deskriptif. Metode ini digunakan oleh peneliti karena dengan metode ini permasalahan dapat dideskripsikan secara jelas dan terprinci serta dapat merujuk pada tujuan penelitian yaitu memberikan gambaran yang komprehensif tentang problematika yang terjadi didalamnya. Perolehan sumber primer dalam penelitian ini diperoleh secara langsung melalui wawancara terbuka kepada Komisioner Komisi Pemilihan Umum (KPU) Kota Semarang. Data sekunder didapatkan dari literatur kepustakaan seperti buku, jurnal, website serta sumber-sumber lainnya.
Hasil penelitian menunjukkan bahwa: (1) Implementasi kebijakan PKPU Nomor 6 dan 10 terkait Metode dan Kegiatan Sosialisasi, Pendidikan Pemilih dan Partisipasi Masyarakat Oleh KPU Kota Semarang dalam upaya meningkatkan partisipasi pemilih pilkada di masa pandemi COVID-19 sudah sesuai. KPU mengimplementasikan kedua metode sosialisasi (langsung dan tidak langsung). Komunikasi, penyampaian komunikasi KPU Kota Semarang baik dengan metode langsung ataupun tidak langsung sudah berjalan dengan baik, jelas dan konsisten terlihat dari antusiasme peserta di masing-masing kegiatan. Sumber daya, KPU Kota Semarang sangat berkompeten pada bidangnya sehingga dapat memantik partisipasi masyarakat untuk ikut meramaikan kegiatan-kegiatan sosialisasi dalam upaya meningkatkan partisipasi masyarakat dalam Pilkada 2020. Disposisi, KPU Kota Semarang memiliki komitmen yang tinggi dalam mensukseskan Pilwalkot dan meningkatkan partisipasi pemilih. Struktur birokrasi, tercermin dari pelaksanaan sosialisasi yang sudah sesuai SOP yakni senantiasa patuh terhadap protokol kesehatan. Ketua dan komisioner KPU Kota Semarang menjalankan kegiatan sangat terprogram dan penuh kerjasama satu sama lainnya. (2) Problematika yang dihadapi oleh KPU Kota Semarang dalam upaya meningkatkan partisipasi pemilih dipengaruhi oleh dua hal yaitu ketika melakukan sosialisasi dan ketika pelaksanaan Pilkada.

ABSTRACT:
This research was motivated by an increase in voter participation in the 2020 Semarang Mayor Election from the previous period despite the COVID-19mpandemic situation and with the highest positive confirmed cases of COVID-19 in Central Java. This study aims to answer two problem formulations, namely (1) to describe the implementation of PKPU Numbers 6 and 10 related to methods and activities of socialization, voter education and public participation by the Semarang City KPU in an effort to increase voter participation in regional elections during the COVID-19 pandemic; and (2) Expressing the problems faced by the Semarang City KPU in an effort to increase the Regional Election Participation in the COVID-19 Pandemic Period.
This research method uses a descriptive approach. This approach is used by researchers because with this method the problem can be described in detail and can refer to the research objective, which is to provide a comprehensive picture of the problems that occur in it. The primary sources in this study were obtained directly through open interviews with the Commissioner of the General Elections Commission (KPU) of the Semarang City Socialization Division, Voter Education, Community Participation and Human Resources. Secondary data obtained from literature such as books, journals, websites and other sources.
The results showed that: (1) The implementation of PKPU policies Numbers 6 and 10 related to Methods and Activities of Socialization, Voter Education and Community Participation by the Semarang City KPU in an effort to increase voter participation in the regional elections during the COVID-19 pandemic was appropriate. KPU implements both methods of socialization (direct and indirect). Communication, the delivery of Semarang City KPU communications, either by direct or indirect methods, has been going well, clearly and consistently, as can be seen from the enthusiasm of the participants in each activity. Resources, the Semarang City KPU is very competent in its field so that it can ignite public participation to enliven the socialization activities in an effort to increase public participation in the 2020 Pilkada. Disposition, the Semarang City KPU has a high commitment in making the Pilwalkot election a success and increasing voter participation. The bureaucratic structure is reflected in the implementation of socialization that is in accordance with SOPs, namely always complying with health protocols. The chairman and commissioners of the Semarang City KPU carried out very programmed activities and were full of cooperation with each other. (2) The problems faced by the Semarang City KPU in an effort to increase voter participation are influenced by two things, namely when conducting socialization and when carrying out regional elections.
