Abstract

Perbedaan penentuan awal bulan hijriah di Indonesia sudah menjadi suatu hal yang lazim diperbincangkan, dengan beragam kriteria yang digunakan. Meski demikian, semangat persatuan diantara umat muslim untuk menciptakan sistem kalender yang bersifat tunggal dan mapan sangatlah besar. Hal ini dibuktikan dengan adanya banyak pertemuan baik di tingkat nasional, regional maupun internasional yang bertujuan untuk membuat rumusan kriteria baru guna mendapatkan konsep kalender yang mapan dan dapat diterima oleh semua kalangan. Salah satu pertemuan yang menjadi sorotan adalah Seminar Internasional Fikih Falak yang dilaksanakan di Jakarta pada tahun 2017 sebagai tindak lanjut Kemenag RI atas peninjauan terhadap hasil kriteria Istanbul Turki, yang menghasilkan sebuah kriteria bernama Rekomendasi Jakarta 2017 dengan tolok ukur tinggi hilal 3° dan elongasi 6,4° dengan markaz kawasan Asia Tenggara bagian barat. Penelitian ini dilakukan untuk mengetahui sejauh mana komitmen Kementerian Agama RI terhadap implementasi Rekomendasi Jakarta 2017 di Indonesia, serta faktor-faktor apa saja yang turut mempengaruhi pelaksanaannya.
Penelitian ini merupakan jenis penelitian kualitatif yang menghasilkan dan mengolah data deskriptif. Menggunakan sumber data primer berupa hasil keputusan kriteria Rekomendasi Jakarta 2017 dan hasil wawancara yang dilakukan dengan Kasubdit Hisab Rukyat dan Syari’ah Kemenag RI, sebagai pemegang kebijakan pemerintahan dalam hal hisab rukyat di Indonesia. Adapun sumber data sekunder berupa makalah, pemaparan materi Talk Show Nasional, buku, jurnal dan karya tulis lain yang berkaitan dengan objek penelitian ini.
Hasil penelitian menyatakan bahwa komitmen Kemenag RI terhadap Rekomendasi Jakarta 2017 masih tergolong pada kategori “Rendah”, karena baru sampai pada tahap sosialisasi dan berwacana akan segera menuju tahap penegasan implementasi. Adapun implementasi yang dimaksud mengalami pergeseran nama; bukan kriteria Rekomendasi Jakarta 2017, melainkan sebagai kriteria baru MABIMS. Adapun faktor yang menjadi latar belakang belum terealisasinya implementasi Rekomendasi Jakarta 2017, diantaranya: rumusan kriteria 3 – 6,4 yang masih menuai polemik, proses imaging hilal yang tidak diperhatikan, keberadaan otoritas tunggal yang belum mapan, serta terciptanya ruang ijtihad baru yang berpotensi semakin meresahkan banyak kalangan. Beberapa faktor tersebut mempunyai titik kekuatan dan kelemahannya sendiri, sehingga masing-masing bisa dikategorikan sebagai peluang dan tantangan atas implementasi Rekomendasi Jakarta 2017.

ABSTRACT:
The difference in determining the beginning of the hijri month in Indonesia has become a matter that is commonly discussed, with various criteria used. However, the spirit of unity among Muslims to create a single and established calendar system is massive. This is evidenced by the existence of many meetings both at the national, regional and international levels which aim to formulate new criteria in order to get a calendar concept that is well-established and can be accepted by all groups. One of the convention that was highlighted was the Falak Fiqh International Seminar which was held in Jakarta in 2017, which resulted in a criterion called the Jakarta Recommendation 2017 with a benchmark for the height of the new moon of 3° and elongation of 6.4° within the western Southeast Asia region markings. This research was conducted to determine the extent of the commitment of the Ministry of Religion of the Republic of Indonesia to adapt the implementation of the 2017 Jakarta Recommendations convention in Indonesia, as well as what factors influence its implementation.
This research is a type of qualitative research that produces and processes descriptive data. Using primary data sources in the form of the results of the decision criteria for the 2017 Jakarta Recommendation convention and the results of interviews conducted with the Head of Sub-Directorate of Hisab Rukyat and Syari'ah of the Ministry of Religion of the Republic of Indonesia, as government policy holders in terms of reckoning rukyat in Indonesia. The secondary data sources are in the form of papers, presentation of National Talk Show material, books, journals and other written works related to the object of this research.
The results of the study stated that the commitment of the Ministry of Religion of the Republic of Indonesia to the Jakarta Recommendation 2017 has only reached the socialization stage and will soon be heading to the confirmation stage of implementation, but the implementation in question has undergone a name change; not the criteria for the 2017 Jakarta Recommendation, but as the new criteria for MABIMS. The reasoning behind why the implementation of the 2017 Jakarta Recommendation have not been realized, including: the formulation of criteria 3 – 6.4 which is still controversial, the hilal imaging process that is not being considered, the existence of a single authority that is not well formed, and the creation of a space for new ijtihad that has the potential to disturbed the masses. Some of these factors have their own strengths and weaknesses, so each of them can be categorized as opportunities and challenges for the implementation of the 2017 Jakarta Recommendations.
