Dalam rangka penanggulangan kemiskinan berbasis rumah tangga dan meminimalisir masalah kesejahteraan sosial, pemerintah Indonesia melalui Kementrian Sosial meluncurkan program khusus yang diberi nama Program Keluarga Harapan (PKH). Dalam pengimplementasiannya di Desa Suwawal Barat Kecamatan Mlonggo ditemukan adanya Kecemburuan sosial antara warga yang menerima program dan yang tidak menerima program. penerima manfaat yang tidak tepat sasaran, masyarakat penerima manfaat menjadi ketergantunganm serta kurangnya sosialisasi pemerintah terkait dalam memfahamkan masyarakat akan tujuan dari program ini tersendiri. masih banyak yang tidak faham akan tujuan dari program PKH ini tersendiri karena didalam program ini ada tujuan dan kualifikasi sendiri dari pemerintah untuk masyarakat penerima, akan tetapi warga disini hanya faham kalo program tersebut hanya sebatas bantuan bagi yang kurang mampu tanpa memperhatikan aspek kualifikasi tersebut.
Dalam penelitian ini peneliti menggunakan metode dengan menekankan teori implementasi kebijakan Edward III yang mana dalam melihat keberhasilan menggunakan indikator Komunikasi, Sumberdaya, Disposisi dan Struktur Birokrasi. Dalam pengumpulan data menggunakan tehnik wawancara, observasi dan dokumentasi.
Hasil menunjukan dalam implementasi program keluarga harapan dalam pengentasan kemiskinan di Suwawal barat Kecamatan Mlonggo Kabupaten Jepara sudah berjalan cukup baik, tetapi pada umumnya masih membutuhkan peningkatan dalam pengawasan KPM PKH serta penambahan pendamping Program keluarga harapan. Sosialisasi juga dibutuhkan khususnya untuk masyarakat miskin atau prasejahtera sehingga diharapkan tidak adanya gesekan sosial diantara masyarakat penerima program ataupun nonpenerima program

ABSTRACT:
In the context of reducing household-based poverty and minimizing social welfare problems, the Indonesian government through the Ministry of Social Affairs launched a special program called the Family Hope Program (PKH). In its implementation in West Suwawal Village, Mlonggo District, it was found that there was social jealousy between residents who received the program and those who did not receive the program. beneficiaries who are not on target, beneficiary communities become dependent, and the lack of socialization by the relevant government in understanding the community's objectives of this program. there are still many who do not understand the purpose of the PKH program itself because in this program there are goals and qualifications from the government for recipient communities, but residents here only understand that the program is only limited to assistance for the less fortunate without regard to aspects of these qualifications.
In this study, researchers used a method emphasizing Edward III's theory of policy implementation, which in seeing success used the indicators of Communication, Resources, Disposition and Bureaucratic Structure. In collecting data using interview techniques, observation and documentation.
The results show that the implementation of the Family Hope Program in poverty alleviation in West Suwawal, Mlonggo District, Jepara Regency has been going quite well, but in general it still requires an increase in the supervision of KPM PKH and the addition of a Family Hope Program assistant. Socialization is also needed especially for the poor or underprivileged people so that it is hoped that there will be no social friction between program recipients and non program recipients.
