Abstract
Pandemi Covid-19 membawa dampak yang signifikan utamanya pada sektor kesehatan dan ekonomi. Hal ini mendorong pemerintah untuk segera mengambil kebijakan pembatasan kegiatan sosial yang dirumuskan dalam kebijakan PSBB dan PPKM dari level 1-4. Kebijakan tersebut banyak mendapatkan perlawanan hampir di seluruh wilayah di Indonesia. Kondisi ini mendorong banyak sarjana untuk menemukan penyebab dari resistensi yang dilakukan masyarakat guna optimalisasi kebijakan yang diambil pemerintah terkait penanganan Covid-19. Dengan mengkaji kasus resistensi masyarakat Desa Jawisari terhadap kebijakan penanganan Covid-19. Kajian ini berusaha untuk menjawab dua pertanyaan penelitian. Pertama Bagaimana Bentuk Resistensi Masyarakat Desa Jawisari Terhadap Himbauan Pemerintah dalam Penanganan Penyebaran Covid-19? Kedua Mengapa Masyarakat Desa Jawisari Resisten Terhadap Himbauan Pemerintah dalam Penanganan Penyebaran Covid-19?.
Studi ini menggunakan teori resistensi James Scott yang menjelaskan mengenai perlawanan kaum tani akibat dominasi dari kaum proletar. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan studi kasus untuk memperoleh data mengenai resistensi masyarakat terkait kebijakan penanganan Covid-19 di Desa Jawisari. Data primer diperoleh dari hasil wawancara, observasi dan studi literatur penelitian terdahulu.
Kajian ini menemukan bentuk-bentuk resistensi yang dilakukan oleh masyarakat Desa Jawisari terbagi menjadi tiga bentuk yaitu pertama, resistensi terbuka, yang diartikan sebagai perlawanan yang dilakukan oleh masyarakat secara sadar di ruang publik dan diketahui oleh semua pihak berupa pengadaan pembelajaran secara luring dan pengadaan kegiatan keagamaan. Kedua resistensi tertutup berupa perlawanan argumentatif yang berupa gossip dan penarikan rasa hormat kepada pemerintah, pelanggaran pemakaian masker dan penolakan vaksinasi yang ketiga adalah resistensi defensif berupa pelanggaran mobilitas. Studi ini juga menemukan ada beberapa faktor yang melatarbelakangi perlawanan tersebut diantaranya tidak mendapatkan BLT-DD, kepedulian terhadap pendidikan, pemenuhan kehidupan sehari-hari, desakan jama’ah, sosialisasi yang kurang efektif serta tenaga kesehatan yang kurang maksimal dalam menangani pandemi Covid-19.
ABSTRACT:
The COVID-19 pandemic has had a significant impact on the health sector and the economy. This prompted the government to immediately take a policy of limiting social activities formulated in the PSBB and PPKM policies from levels 1-4. This policy received a lot of resistance in almost all regions in Indonesia. This condition has encouraged many scholars to find the cause of the resistance carried out by the community in order to optimize the policies taken by the government regarding the handling of Covid-19. By reviewing the case of the resistance of the Jawisari Village community to the Covid-19 handling policy. This study seeks to answer two research questions. First, what is the form of resistance of the Jawisari Village Community to the Government's Appeal in Handling the Spread of Covid-19? Second, why are the people of Jawisari Village Resistant to the Government's Appeal in Handling the Spread of Covid-19?
This study uses James Scott's theory of resistance which explains the resistance of the peasants due to the domination of the proletariat. This study uses a qualitative research method with a case study approach to obtain data on community resistance related to Covid-19 handling policies in Jawisari Village. Primary data were obtained from interviews, observations and literature studies of previous studies. This study will use a narrative analysis technique by telling the process of resistance carried out by Jawisari Village during the Covid-19 pandemic in 2020-2021.
This study finds that the forms of resistance carried out by the people of Jawisari Village are divided into three forms, namely first, open resistance, which is defined as resistance carried out by the community consciously in public spaces and known to all parties in the form of violations of wearing masks, providing offline learning, the procurement of religious activities and refuse vaccination. The second closed resistance is in the form of argumentative resistance in the form of gossip and withdrawal of respect for the government, the third is defensive resistance in the form of mobility violations. This study also found that there were several factors behind the resistance, including not getting BLT-DD, concern for education, fulfillment of daily life, community pressure, ineffective socialization and less than optimal health workers in dealing with the Covid-19 pandemic.
