This research examines legal rights management served by the Government of Wonosobo regency toward minority community of Ahmadiyah and its several foundations to make it success and supported by all its people in Wonosobo. Having functions such as: planning, organizing, leading and controlling, the management also involves social figures on the grass root level, who actively engage to negotiate when a conflict sparks, hence the conflict itself will be immediately solved and happen only on its surface.
The foundations that enable the Government to positively manage a conflict are philosophical, sociological and political factor. Philosopical factor encourages the Government to equally treats all its people including the minority such as Ahmadiyah, implying that all people have the equal rights. Sociologically, people of Wonosobo who are culturally moderate also support the commitment made by their local government to manage their legal rights. Politically, its two-period leader, Abdul Kholiq Arief, previously was a former vice regent, has strong commitment to give equal rights to all of his people.
