Penelitian ini membahas mengenai Politik Kebijakan Pengembangan Kawasan City Walk Kota Tegal dan Dampaknya Terhadap Pedagang Kaki Lima. Permasalahan yang akan jadi fokus penelitian ini antara lain Relasi Antar Aktor Kebijakan Dalam Pengembangan Kawasan City Walk Kota Tegal dan Dampak Implementasi Kebijakan Pengembangan City Walk Kota Terhadap Pedagang Kaki Lima. Teori yang digunakan dalam penelitian ini adalah menggunakan salah satu teori formulasi kebijakan yaitu dengan fokusnya adalah teori kelompok menurut Truman. Jenis penelitian ini adalah penelitian kualitatif jenis deskriptif dengan menggunakan pendekatan studi kasus. Sumber data penelitian ini adalah dengan metode wawancara Sekretaris daerah, Kepala Kadinkop Kota Tegal, Kabid Bina Marga DPUPR Kota Tegal, Kasi Promosi dan Penataan PKL Dinas UMKM Kota Tegal, Anggota DPRD Kota Tegal Komisi 3, Ketua Pedagang Lesehan Kaki Lima Ahmad Yani (PALESKA), Para Pedagang Anggota PALESKA. Hasil dari penelitian ini menggambarkan bahwasanya relasi antar aktor kebijakan memberikan sebuah kebijakan yang harus disepakati sesuai keinginan dari Pemkot Tegal walaupun pada awal pembangunan kawasan City Walk ini tidak disetujui DPRD tapi, kebijakan pembangunan ini akhirnya disetujui dan tetap dilaksanakan pembangunannya. Kemudian adanya pembangunan kawasan City Walk ini menimbulakn dampak bagi para PKL karena kehilangan lapak daganganya dan sesuai tuntutan PKL akhirnya mereka direlokasi di dekat kawasan City Walk yaitu jalan HOS Cokroaminoto dan Jalan Setiabudi Kota Tegal.

ABSTRACT:
This study discusses the Politics of City Walk Area Development Policy in Tegal City and its Impact on Street Vendors. The issues that will be the focus of this research include the Relations Between Policy Actors in the Development of City Walk Areas in the City of Tegal and the Impact of City Walk Development Policy Implementation on Street Vendors. The theory used in this research is to use one of the theories of policy formulation, namely the focus is group theory according to Truman. This type of research is descriptive qualitative research using a case study approach. The source of this research data is by interviewing the Regional Secretary, Head of Kadinkop Tegal City, Head of Bina Marga DPUPR City of Tegal, Head of Promotion and Arrangement of Street Vendors at the Tegal City UMKM, Member of the Tegal City DPRD Commission 3, Chair of Lesehan Peddler Vendors Ahmad Yani (PALESKA) , Member Traders of PALESKA. The results of this study illustrate that the relationship between policy actors provides a policy that must be agreed according to the wishes of the Tegal City Government, even though at the beginning the development of the City Walk area was not approved by the DPRD, but this development policy was finally approved and the construction was carried out. Then the construction of the City Walk area had an impact on the street vendors because they lost their trading stalls and according to the demands of the street vendors they were finally relocated near the City Walk area, namely Jalan HOS Cokroaminoto and Jalan Setiabudi Kota Tegal.
