Indonesia saat ini tengah terjadi penyebaran wadah sebuah virus yang dikenalkan dengan virus Coronaviruses (CoV) atau yang lebih dikenal dengan virus Covid-19 (coronavirus disease 2019). Wadah virus Covid-19 ini memberikan dampak yang sangat besar bagi perekonomian Indonesia. Untuk menangani dampak pada perekonomian tersebut, pemerintah mengeluarkan kebijakan Bantuan Langsung Tunai Dana Desa untuk membantu masyarakat ang terdampak Covid-19. Sejak kebijakan BLT DD diluncurkan berbagai sisi dari program bantuan ini tak terkecuali politik mendapat sorotan dari beberapa kalangan. Melihat hal ini, peneliti menemukan beberapa permasalahan dimana para aktor-aktor yang terlibat dalam penetapan calon penerima Bantuan Langsung Tunai Dana Desa mengsulkan kerabat mereka. Bagaimana dampak yang ditimbulkan dari penetapan calon penerima Bantuan langsung Tunai secara formal dan informal terhadap gejala sosial politi di masyarakat.
Penelitian ini menggunakan metode kualitatif dengan pendekatan studi kasus yang digunakan peneliti untuk menganalisis dan memahami pengalaman-pengalaman dari masyarakat penerima Bantuan Langsung Tunai Dana Desa (BLT DD) di Desa Mrisen. Peneliti menggunaan data yang diperlukan dengan melakukan wawancara tidak tersruktur, observasi partisipatif, serta melihat dokumen-dokumen terkait laporan laporan penerima Bantuan Langsung Tunai Dana Desa (BLT DD).
Hasil penelitian menunjukan adanya mekanisme formal dan informal dibalik penetapan calon penerima Bantuan Langsung Tunai Dana Desa (BLT DD) di Desa Mrisen Kecamatan Wonosalam Kabupaten Demak. Mekanisme formal terkait penetapan calon penerima bantuan Langsung Tunai Dana Desa (BLT DD) secara umum terikat peraturan dari pemerintah. Sedangkan mekanisme informal terkait adanya praktik politisasi dana Bantuan Langsung Tunai Dana Desa (BLT DD). Praktik politisasi di Desa Mrisen berupa penetapan calon penerima Bantuan Langsung Tunai Dana Desa (BLT DD) yang diberikan kepada saudara dari perangkat desa atau pemimpin wilayah (RT/RW) bertujuan sebagai politik bentuk balas budi. Bantuan yang sebenarnya diperuntukan untuk masyarakat miskin yang terdampak covid-19 dialihkan kepada orang yang memiliki hubungan kekerabatan atau berkepentingan bagi pemerintah desa. Mekanisme informal ini menimbulkan konflik dan kecemburuan sosial dimasyarakat. Selain itu terdampak di masyarakat. ABSTRACT:
Indonesia is currently experiencing the spread of a virus container introduced by the Coronaviruses (CoV) virus or better known as the Covid-19 virus (coronavirus disease 2019). This Covid-19 virus container has a huge impact on the Indonesian economy. To deal with the impact on the economy, the government issued the Village Fund Cash Assistance policy to help communities affected by Covid-19. Since the BLT DD policy was launched, various sides of this assistance program, including politics, have received attention from several groups. Seeing this, researchers found several problems in the determination of prospective recipients of Village Fund Cash Assistance in Mrisen Village, Wonosalam Subdistrict, Demak Regency. How is the impact of the formal and informal determination of direct cash assistance recipients on social political symptoms in the community.
This research uses a qualitative method with a policy formulation approach that is used by researchers to analyze and understand the experiences of the community receiving Village Fund Cash Assistance (BLT DD) in Mrisen Village. Researchers used the data needed by conducting unstructured interviews, participatory observation, and looking at documents related to the reports of the Village Fund Cash Assistance (BLT DD) recipients.
The results showed that there were formal and informal mechanisms behind the determination of prospective recipients of Village Fund Cash Assistance (BLT DD) in Mrisen Village, Wonosalam Sub-district, Demak Regency. Formal mechanisms related to the determination of prospective recipients of Village Fund Cash Assistance (BLT DD) are generally bound by government regulations. Meanwhile, the informal mechanism is related to the politicization of BLT DD funds. The practice of politicization in Mrisen Village in the form of determining prospective recipients of Village Fund Cash Assistance (BLT DD) given to relatives of village officials or regional leaders (RT/RW) aims to be a political form of reciprocation. Assistance that is actually intended for poor people affected by Covid-19 is diverted to people who have kinship relations or have an interest in the village government. This informal mechanism creates conflict and social jealousy in the community. In addition, the impact on the community.
