Abstract

Proses pendataan warga yang berhak menerima bansos serta masuk dalam data DTKS adalah Tanggung jawab dari pemerintah Kelurahan, Akan tetapi dalam Pelaksanaannya tidak selalu mendapati jalan yang mulus. Banyak di temukannya pendistribusian yang kurang tepat sasaran dan terkesan pemberian bansos hanya kepada basis wilayah tertentu, sehingga menimbulkan kecemburuan sosial di antar warga khususnya yang saat ini peneliti teliti pada Keluarahan Wates. Sehingga peneliti memiliki tujuan untuk meneliti dan mendalami masalah tersebut, tentang apa yang melatar belakangi munculnya masalah tersebut secara laangsung di lapangan.
Metode penelitian yang di gunakan dalam penelitian ini adalah metode penelitian kualitatif. Penelitian yakni dilakukan dengan cara menganalisis data-data primer yang didapatkan. Data primer diperoleh dari hasil wawancara mendalam dengan narasumber yang dibutuhkan. Narasumber yang diperoleh merupakan pihak yang memahami tentang pendataan baksos Bansos BLT BBM. Penelitian ini menggunakan teori Politik Distributif dengan tujuan untuk mendeskripsikan dan menguraikan permasalahan mengenai pelaksanaan program BLT BBM di Kelurahan Wates serta bagaimana memahami Mekansime Penyaluran Bansos BLT BBM dan bagaimana jika dilihat dari sudung pandang Teori Politik Distributif
Hasil penelitian dalam pelaksanaan pendataan warga yang berhak menerima bantuan program Bansos BLT BBM di Kelurahan Wates. Pertama, di dalam mekansisme pendataan warga yang berhak menerima bantuan, terdapat Peran non kelurahan yakni peran dari ibu ibu PKK yang di anggap menimbulkan kecemburaan, karna keluarahan di anggap tidak mempercai penuh data dari RT dan RW yang mana keduanya menjadi garda terdepan dari warganya. Terdapat forum ibu ibu PKK yang fokus membahas tentang penyaringan warga yang berhak menerima bantuan atau masuk dalam data DTKS. Ketiga, hadirnya ibu ibu PKK dalam penyaringan warga yang berhak menerima bansos, tak lepas dari peran Pejabat Kelurahan yakni Bu Lurah dimana kebijakan ini melibatkan ibu ibu PKK, adalah suatu hal yang baru dan berbeda dari Intruksi Kemensos dan Kelurahan atau desa lain pada umumnya. Serta pembagian bansos yang terkesan pada basis wilayah tertentu yakni alokasinya terbanyak berada pada RW 03 dan RW 02 yang menjadi warga yang aktif PKKnya dan aktif dalam membantu kegiatan Kelurahan serta basis tokoh masyarakat.

ABSTRACT:
The process of collecting data on residents who are entitled to receive assistance and to be included in the DTKS data is the responsibility of the Kelurahan government, however, the implementation does not always go smoothly. There were many distributions that were not on target and it seemed that social assistance was only given to certain regional bases, causing social jealousy among residents. Especially what researchers are currently researching is the Wates Village. So that researchers are interested in researching and exploring these problems and what is the reason behind the emergence of these problems.
The research method used in this study is a qualitative research method. The research is carried out by analyzing the primary data obtained. Primary data obtained from the results of in-depth interviews with the required sources. The sources obtained were parties who understood the data collection for Social Assistance Services BLT BBM. This study uses the theory of Distributive Politics with the aim of describing and explaining the problems regarding the implementation of the BLT BBM program in the Wates Village and how to understand the Social Assistance Distribution Mechanism of BLT BBM and what if seen from the perspective of programmatic and non-programmatic distributive politics abstinence
The results of the research in the implementation of data collection on residents who are entitled to receive assistance from the BLT BBM Social Assistance program in the Wates Village. First, in the mechanism for collecting data on residents who are entitled to receive assistance, there is a non-kelurahan role, namely the role of PKK women who are considered to cause jealousy, because households are considered not to fully trust data from RT and RW, both of which are the front guard of their citizens. There is a PKK women's forum that focuses on discussing the screening of citizens who are entitled to receive assistance or to be included in the DTKS data. Third, the presence of PKK women in screening residents who are entitled to receive social assistance, cannot be separated from the role of Kelurahan officials, namely the Lurah where this policy involves PKK women, is something new and different from the instructions of the Ministry of Social Affairs and Kelurahan or other villages in general. As well as the distribution of data collection that can be seen on a certain regional basis, namely the largest allocation is in RW 03 and RW 02 which are residents who are active in the PKK and are active in assisting Kelurahan activities and the base of community leaders.
