Penelitian ini dilatarbelakangi oleh fenomena adanya beberapa temuan tentang kasus kekerasan seksual yang terjadi di Kabupaten Cilacap. Seperti kasus kekerasan seksual yang di tangani oleh Dinas Sosial Kabupaten Cilacap tiga tahun terakhir yaitu pada tahun 2020 sebanyak 27 kasus, 2021 berjumlah 8 kasus dan pada tahun 2022 dengan jumlah 19 kasus. Sementara itu Dinas Sosial Kabupaten Cilacap memiliki tahap penanganan yang terstruktur, memiliki peksos yang mencukupi dan adanya fasilitas yang memadai. Dari adanya kasus kekerasan seksual yang terjadi, Dinas Sosial Kabupaten Cilacap membantu korban dengan penanganan melalui program rehabilitasi sosial. Tujuan penelitian ini adalah untuk mengetahui bentuk rehabilitasi sosial dan implementasi rehabilitasi sosial yang dilakukan oleh Dinas Sosial Kabupaten Cilacap dan juga untuk mengetahui dampak dari program rehabilitasi sosial tersebut.
Jenis penelitian ini adalah penelitian lapangan (field research) dengan metodologi penelitian kualitatif dengan pendekatan deskriptif dan teknik analisis data berdasarkan model Miles dan Huberman. Proses analisis data meliputi pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan. Dalam pengumpulan data peneliti menggunakan metode observasi, wawancara, dan dokumentasi. Penentuan informan penelitian menggunakan teknik purposive sampling dengan penentuan kriteria informan dalam penelitian ini adalah pekerja sosial dari Dinas Sosial Kabupaten Cilacap yang terbiasa menangani korban kekerasan seksual. Peneliti menggunakan teori Praktik Sosial milik Pierre Felix Bourdieu, dalam pemikirannya pada teori praktik sosial yaitu (Habitus x Modal) + Ranah = Praktik, yang dapat dilihat dari peran aktor/ agen dalam struktur hubungan antara habitus yang melibatkan modal dan ranah.
Hasil penelitian ini menunjukkan bahwa: 1) bentuk rehabilitasi sosial Dinas Sosial Kabupaten Cilacap yaitu: konseling krisis, bantuan medis, asistensi sosial, perlindungan hukum, pembinaan kewirausahaan dan rujukan. 2) Implementasi program Rehabilitasi Sosial yang dilakukan oleh Dinas Sosial Kabupaten Cilacap adalah melakukan pendekatan awal, assessment, menyusun rencana intervensi, melakukan intervensi, terminasi dan advokasi sosial, 3) Dampak dari program rehabilitasi sosial bagi korban kekerasan seksual adalah korban merasa lebih terlindungi, korban dapat kembali ke lingkungan sosialnya, dan korban memiliki keterampilan baru. Sedangkan dampak bagi keluarga adalah lebih bisa meningkatkan pengawasan dan memberikan pengasuhan yang lebih baik kepada korban.

ABSTRACT:
This research is motivated by the phenomenon of several findings regarding cases of sexual violence that occurred in Cilacap Regency. For example, cases of sexual violence have been handled by the Cilacap District Social Service for the last three years, namely in 2020 there were 27 cases, in 2021 there were 8 cases and in 2022 there were 19 cases. Meanwhile, the Cilacap Regency Social Service has a structured handling stage, has sufficient social workers and adequate facilities. From the existence of cases of sexual violence that occurred, the Cilacap Regency Social Service helped victims with treatment through social rehabilitation programs. The purpose of this study was to find out the form of social rehabilitation and the implementation of social rehabilitation carried out by the Cilacap Regency Social Service and also to find out the impact of the social rehabilitation program.
This type of research is field research with a qualitative research methodology with a descriptive approach and data analysis techniques based on the Miles and Huberman model. The process of data analysis includes data collection, data reduction, data presentation, and drawing conclusions. In collecting data researchers used the method of observation, interviews, and documentation. Determination of research informants using a purposive sampling technique with determining the criteria for informants in this study were social workers from the Cilacap District Social Service who are accustomed to dealing with victims of sexual violence. The researcher uses Pierre Felix Bourdieu's Social Practice theory, in his thinking on social practice theory, namely (Habitus x Capital) + Domain = Practice, which can be seen from the role of actors/agents in the structure of the relationship between habitus which involves capital and domain.
The results of this study indicate that: 1) the form of social rehabilitation of the Cilacap Regency Social Service, namely: crisis counseling, medical assistance, social assistance, legal protection, entrepreneurship development and referrals. 2) The implementation of the Social Rehabilitation program carried out by the Cilacap Regency Social Service is to take an initial approach, assess, prepare intervention plans, carry out interventions, terminate and social advocacy, 3) The impact of the social rehabilitation program for victims of sexual violence is that victims feel more protected, victims can return to their social environment, and victims have new skills. Meanwhile, the impact on the family is that they can improve supervision and provide better care for victims.
