The advancement of the times and thoughts are acknowledged to demand rejuvenation by some contemporary intellectuals. The rejuvenation that is carried out covers many things, including the reinterpretation of the Quran. Indian intellectual, reformist writer and social activist, Asghar Ali Engineer, offers a new method of understanding the Qur'an by dividing the meaning of the verse into normative and contextual, then prioritizing the normative meaning over the contextual meaning. The hermeneutics used by Asghar made him understand that the basis of law is wisdom, contrary to other scholars where the true basis of law is god. This research used the library method with a critical approach to the method carried out by Asghar.
The method raised by Asghar has implications for shifting the meaning of the verse of Ahkam. For instance, the loss of the obligation to wear the headscarf/hijab and the limits of genitalia (AURAT) become related to places and times, it is legitimate to drink alcohol as long as it does not reach the restriction of drunkenness and still maintains consciousness, it is permissible for Muslim men to marry polytheistic women as long as their religion is retained, and it is permissible for them to change the terms of the two-to-one division for men and women under the pretext of keeping up with the times. It was also initiated that the use of Asghar's hermeneutic method which departs from the theory of liberation theology has indirectly reduced the universality of the Qur'an by changing the Ahkam that is already determined before.
