Salah satu produk hukum DPRD Kabupaten Batang Peraturan Daerah No. 3 Tahun 2021 yang membahas Rencana Pembangunan Industri Kabupaten Batang tahun 2021-2041 merupakan salah satu upaya pemanfaatan potensi besar Kabupaten Batang. Perda tersebut merupakan turunan dari Undang-undang Nomor 3 Tahun 2014 Tentang Perindustrian. Penelitian ini melihat bagaimana pelaksanaan fungsi legislasi DPRD pada proses pembentukan Peraturan Daerah No. 3 Tahun 2021 di Kabupaten Batang. Penelitian ini menggunakan metode kualitatif dengan teknik pengumpulan data melalui wawancara, dan studi dokumentasi. Analisis data dalam penelitian ini menggunakan Teori Legisprucance dan Democratic Governance. Hasil penelitian yang didapatkan yakni bahwa dalam proses pembentukan Peraturan Daerah No. 3 Tahun 2021 memiliki tahapan Penyusunan Porgram Pembentukan Peraturan Daerah (Propemperda), Penyusunan Draft Peraturan Daerah, Pembahasan Peraturan Daerah, serta Pengesahan dan Penetapan Peraturan Daerah tetapi masih terdapat kekurangan pada kualitas partisipasi publik, jika ditinjau dari kualitas prosedur legislasi, proses pembentukan Perda No. 3 Tahun 2021 termasuk dalam kategori non partisipasi yakni manipulasi. Aktor-aktor yang terlibat dalam pembentukan kebijakan ini terbagi atas official policy makers dan unofficial participants. Dari hasil penelitian menyatakan bahwa dalam proses legislasi Perda tersebut sangat minim melibatkan unofficial participants, maka dari itu, proses pembentukan Perda No. 3 Tahun 2021 mengenai Rencana Pembangunan Industri Kabupaten Batang Tahun 2021-2041 mencerminkan demokrasi yang sifatnya elitis. Penelitian ini memberikan saran agar DPRD Kab Batang melakukan optimalisasi komunikasi dengan publik serta mengatur mekanisme public hearing, perumusan peraturaan proses pembentukan produk hukum daerah terkait hak-hak masyarakat sipil lebih rinci guna mengantisipasi gejolak-gejolak yang terjadi di tengah masyarakat atas produk hukum yang ditetapkan.

ABSTRACT:
One of the legal products of the Batang Regency DPRD is Regional Regulation no. 3 of 2021 which discusses the Batang Regency Industrial Development Plan for 2021-2041 is one of the efforts to utilize the great potential of Batang Regency. This regional regulation is a derivative of Law Number 3 of 2014 concerning Industry. This research looks at how the DPRD's legislative function is implemented in the process of forming Regional Regulation No. 3 of 2021 in Batang Regency. This research uses qualitative methods with data collection techniques through interviews and documentation studies. Data analysis in this research uses Legislative Theory and Democratic Governance. The research results obtained were that in the process of forming Regional Regulation no. 3 of 2021 has stages of Preparing a Program for the Formation of Regional Regulations (Propemperda), Preparing Draft Regional Regulations, Discussion of Regional Regulations, and Ratification and Determination of Regional Regulations, however there are still deficiencies in the quality of public participation. , if viewed from the quality of legislative procedures, the process of forming Regional Regulation No. 3 of 2021 is included in the non-participation category, namely manipulation. The actors involved in policy formation are divided into official policy makers and unofficial participants. From the research results, it is stated that in the legislative process of this Regional Regulation there was very little involvement of unofficial participants, therefore, the process of forming Regional Regulation No. 3 of 2021 concerning the Batang Regency Industrial Development Plan for 2021-2041 reflects elitist democracy. This research provides suggestions for the Batang District DPRD to optimize communication with the public and organize hearing mechanisms, formulate regulations for the process of forming regional legal products related to civil rights in more detail in order to prevent unrest that occurs in society over the legal products that have been determined.
