industri pariwisata di Indonesia saat ini menjadi salah satu sektor yang menyumbang perkembangan ekonomi masyarakat maupun daerah. Memberikan manfaat kepada banyak pihak dari pemerintah, masyarakat serta swasta. Salah satu wisata alam yang mengalami perkembangan adalah wisata Waduk Gunung Rowo. Wisata ini berada di lereng Gunung Muria tepatnya di Desa Sitiluhur Kecamatan Gembong Kabupaten Pati. Tujuan penelitian ini yaitu untuk menjelaskan perubahan ekonomi yang terjadi pada masyarakat pelaku usaha di wisata Waduk Gunung Rowo beserta faktor dan dampak dari terjadinya perubahan ekonomi tersebut.
Penelitian ini merupakan penelitian lapangan (field research) yang dilakukan secara kualitatif menggunakan pendekatan narrative research yang fokus pada analisis pemahaman serta interpretasi cerita pengalaman individu serta data sejarah perjalanan kehidupan para pelaku usaha di area wisata Waduk Gunung Rowo yang akan dianalisis menggunakan teori rasionalitas tindakan Max Weber.
Hasil dari penelitian tersebut menjelaskan bahwa sebelum berkembangnya aktivitas wisata mayoritas masyarakat Desa Sitiluhur merupakan petani dan pekebun yang hanya fokus pada pemenuhan kebutuhan tanpa memikirkan adanya suatu keuntungan tertentu. Setelah adanya perkembangan aktivitas pariwisata, masyarakat sebagian besar mulai mengenal kegiatan berdagang dan wirausaha dengan tujuan untuk mencapai kondisi ekonomi yang lebih baik dan sejahtera. Perubahan ekonomi yang terjadi tidak lepas dari faktor internal seperti kondisi alam dan adanya sikap ingin maju oleh masyarakat, serta faktor eksternal berupa pengaruh budaya luar dan perkembangan teknologi. Selain itu, perubahan ekonomi juga membawa dampak positif dan negatif bagi masyarakat pelaku usaha maupun obyek wisata Waduk Gunung Rowo, dampak positif tersebut meliputi dampak secara sosial, dampak ekonomi dan pendidikan. Dampak negatif berupa hilangnya area sabuk hijau di Waduk Gunung Rowo dan permasalahan sampah yang ditimbulkan akibat dari adanya aktivitas pariwisata.

ABSTRACT:
The development of the tourism industry in Indonesia is currently one of the sectors that contributes to the economic development of communities and regions. Providing benefits to many parties from government, society and the private sector. One natural tourist attraction that is experiencing development is the Gunung Rowo Reservoir tourism. This tourist attraction is on the slopes of Mount Muria, precisely in Sitiluhur Village, Gembong District, Pati Regency. The aim of this research is to explain the economic changes that occur in the business community in the Gunung Rowo Reservoir tourist area along with the factors and impacts of these economic changes.
This research is field research conducted qualitatively using a narrative research approach which focuses on analysis of understanding and interpretation of individual experience stories as well as historical data on the lives of business actors in the Gunung Rowo Reservoir tourist area which will be analyzed using Max Weber's theory of action rationality.
The results of this research explain that before the development of tourism activities, the majority of the people of Sitiluhur Village were farmers and planters who only focused on meeting their needs without thinking about any particular profits. After the development of tourism activities, most people began to recognize trading and entrepreneurial activities with the aim of achieving better and more prosperous economic conditions. The economic changes that occur cannot be separated from internal factors such as natural conditions and the attitude of society wanting to progress, as well as external factors in the form of external cultural influences and technological developments. Apart from that, economic changes also have positive and negative impacts on the business community and the Gunung Rowo Reservoir tourist attraction. These positive impacts include social, economic and educational impacts. Negative impacts include the loss of the green belt area in the Gunung Rowo Reservoir and waste problems caused by tourism activities.
