Meski internasionalisasi PTKIN telah menjadi agenda strategis Diktis, pemahaman dan implementasinya masih terbatas pada sebagian kecil institusi. Ketimpangan ini mengindikasikan belum adanya kebijakan dan regulasi nasional yang sistemik dan menyeluruh. Padahal, internasionalisasi merupakan strategi vital penguatan mutu, daya saing, dan citra Islam Indonesia yang moderat. Penelitian ini menjawab empat fokus: (1) urgensi internasionalisasi, (2) dukungan kebijakan nasional dan kelembagaan, (3) implementasi di tingkat nasional dan tiga PTKIN unggulan (UIN Jakarta, UIN Sunan Kalijaga, UIN Maliki Malang), serta (4) implikasi terhadap kebijakan, kelembagaan, reputasi, dan daya saing global. Pendekatan kualitatif digunakan dengan desain multikasus berbasis field research Creswell. Data diperoleh melalui observasi, wawancara, dan studi dokumen, lalu dianalisis melalui tahap reduksi, penyajian, dan penarikan kesimpulan, dengan triangulasi sebagai teknik validasi.
Hasil penelitian menunjukkan bahwa: (1) Internasionalisasi PTKIN penting untuk peningkatan mutu akademik, reputasi global, dan diplomasi keilmuan Islam moderat berbasis epistemologi integratif. (2) Kebijakan nasional berkembang dalam lima fase, direspons PTKIN melalui kebijakan adaptif—UIN Jakarta dengan pluralisme keilmuan, UIN Sunan Kalijaga dengan integrasi-interkoneksi agama dan sains, dan UIN Malang melalui pesantren kampus berbasis jejaring Asia-Pasifik. (3) Implementasi meliputi beasiswa, riset kolaboratif, kelas internasional, akreditasi, dan jejaring akademik, didukung Diktis Kemenag RI. (4) Internasionalisasi berdampak pada transformasi tata kelola, pembentukan International Office, peningkatan mahasiswa asing, publikasi, dan peringkat global.
Penelitian ini menghasilkan teori Institutional Distinctive Flexibility in Internationalization (IDFI), model internasionalisasi yang menekankan fleksibilitas institusi, kekhasan epistemik Islam Indonesia, jejaring berbasis ukhuwah fikriyyah, serta penguatan SDM Muslim berwawasan global. IDFI memperluas teori internasionalisasi pendidikan tinggi dengan menambahkan strategi keenam: peningkatan riset internasional sebagai fondasi transformasi PTKIN menuju research university. Temuan ini relevan untuk negara berkembang, dengan rekomendasi penerapan IDFI melalui kebijakan adaptif, optimalisasi potensi lokal, dan pengembangan prodi berdaya saing global.

Although the internationalization of State Islamic Religious Higher Education Institutions (PTKIN) has become a strategic agenda of the Directorate of Islamic Higher Education (Diktis), its understanding and implementation remain limited to a small number of institutions. This disparity indicates the absence of a systematic and comprehensive national policy and regulation. In fact, internationalization is a vital strategy for strengthening academic quality, competitiveness, and the image of Indonesia’s moderate Islam. This study addresses four key focuses: (1) the urgency of internationalization, (2) the support of national and institutional policies, (3) implementation at the national level and within three leading PTKIN (UIN Jakarta, UIN Sunan Kalijaga, and UIN Maliki Malang), and (4) the implications for policy, institutional management, reputation, and global competitiveness. A qualitative approach was employed using a multi-case study design based on Creswell’s field research framework. Data were collected through observation, interviews, and document analysis, and subsequently processed through data reduction, presentation, and conclusion drawing, with triangulation applied as a validation technique.
The results reveal that: (1) Internationalization is crucial for improving academic quality, enhancing global reputation, and advancing the scientific diplomacy of moderate Islam based on integrative epistemology. (2) National policies have evolved through five phases, responded to by PTKIN with adaptive institutional policies—UIN Jakarta adopting scientific pluralism, UIN Sunan Kalijaga implementing the integration-interconnection of religion and science, and UIN Malang through its campus pesantren model based on Asia-Pacific networks. (3) Implementation includes scholarship programs, collaborative research, international classes, academic accreditation, and academic networking, supported by Diktis of the Indonesian Ministry of Religious Affairs. (4) Internationalization has impacted governance transformation, the establishment of International Offices, the increase of international students, academic publication, and global rankings.
This study proposes the theory of Institutional Distinctive Flexibility in Internationalization (IDFI), an internationalization model emphasizing institutional flexibility, the epistemic distinctiveness of Indonesian Islam, networks based on ukhuwah fikriyyah (intellectual fellowship), and the empowerment of globally-minded Muslim human resources. IDFI expands the theory of higher education internationalization by adding a sixth strategy: enhancing international research as the foundation for transforming PTKIN into research-based universities. These findings are relevant for developing countries, with recommendations for applying IDFI through adaptive policies, optimizing local potential, and developing globally competitive study programs.
