Abstract
Creating an atmosphere of peace between religions becomes extremely urgent in the our country conditions that is very multicultural. Salatiga is one example of regions in Indonesia that can create inter-religious peace. this achievement is related with organization exist there. an organization that has an important role in inter-religious peace in salatiga, it is "PUASA" council. based on decree number 9 and 8 in 2006 by a religious minister and thome affairs minister, FKUB or forum of religious harmony is the first interfaith organization established by government oriented to inter-religious harmony. After conducting in-depth research, it turns out the establishment of "PUASA" council is earlier than FKUB. "PUASA" council established at 2003 but FKUB established at 2007.
Johan Galtung in his peace theory states that there are at least four factors that must be completed to create the conditions of peace. The fourth factor are the survival, well-being, freedom and identity. clearly, this theory stated that if there is one factor that has not completed, so the conditions of peace will not exist. Based on the research results of the BPS or central statistic agency in 2015, it explained that the level of poverty that exist in Semarang is 5.1 and 7.11 for Salatiga. This phenomenon has broken the theories that has been stated by Johan Galtung, if we hold the theory, it sholud be the first region to make organization like "PUASA" council is Semarang but the fact is Salatiga.
The research entitled peace society based on unity in diversity (case study of "PUASA" council in Salatiga) is a field qulitative research. This research is going about directly in the field (field works), and in situations of natural (naturalistic inquiry), instead of researching a book or controlled studies. The way used to collect data in this reseaarch are three, it are observation, interview and documentation of data. after getting enough data, the data obtained will be analyzed using the methods and comparative deskriptive to describe and interpret the phenomenon that occurred honestly and compare with the existing peace theory.
This research obtains a statement that mindset is the most important thing to do all things. Before discussing about the education, health and security, as described by Johan Galtung, then it would need for the society, especially in Salatiga to create a new concept because our country is not the same country as the country inhabited by Johan Galtung. So supporteed factors that must be considered are tenet of religion, inter-faith experience, role of local government and the role of local religious leader. obstracting factor that must be avoided are case about construction of worship place, spreading religion based on truth claims, inter -faith wedding, blashpemy, and activity that is not suitable with society.
