Abstract

Madrasah yang unggul di dalamnya terdapat pemimpin yang berhasil dalam melakukan strategi serta guru yang berkompeten, khususnya dalam kompetensi pedagogik. Namun berdasarkan data yang peneliti dapat bahwa hasil supervisi yang dilakukan oleh Kepala Madrasah pada bulan Agustus-September 2021 menyatakan terdapat beberapa guru yang masih kurang menguasai dalam penyusunan program pengajaran dan pelaksanaannya. Studi ini dimaksudkan untuk menjawab pertanyaan: (1) Bagaimana Kompetensi Pedagogik Guru di MTs Negeri 2 Tegal? (2) Bagaimana Strategi Kepemimpinan Kepala Madrasah dalam Pengembangan Kompetensi Pedagogik Guru di MTs Negeri 2 Tegal?. Permasalahan ini dibahas melalui studi lapangan, sumber data melalui observasi non partisipatif, wawancara semi terstruktur dan studi dokumentasi. Semua data dianalisis dengan reduksi data, penyajian data dan penarikan kesimpulan.
Kajian ini menunjukkan bahwa: (1) Kompetensi pedagogik guru di MTs Negeri 2 Tegal berdasarkan Permendiknas UU RI No. 16 Tahun 2007 Tentang Standar Kualifikasi dan Kompetensi Guru, bahwasannya 10 guru dari 88 guru memiliki kendala kurang mampu dalam penyusunan RPP dan pelaksanaannya. (2) strategi kepemimpinan di MTs Negeri 2 Tegal menggunakan normal reeducative strategy kegiatan yang bersifat pengembangan kompetensi guru seperti MGMP, PKB, IKM, diklat fungsional. Dalam pelaksanaan strategi Kepala Madrasah melakukan unsur pembinaan dan pengembangan profesionalitas guru yang di dalamnya menggunakan program in service training.

ABSTRACT:
Superior schools in which there are leaders who are successful in carrying out strategies and teachers who are competent, especially in pedagogical competence. However, based on the data that the researchers obtained, the results of the supervision carried out by the school principal in August-September 2021 stated that there were several teachers who were still lacking in mastering the preparation of teaching programs and their implementation. This study is intended to answer the questions: (1) How is the Pedagogic Competence of Teachers at MTs Negeri 2 Tegal? (2) What is the Principal's Leadership Strategy in Developing Teacher Pedagogic Competence at MTs Negeri 2 Tegal?. This problem is discussed through field studies, data sources through non-participatory observation, semi-structured interviews and documentation studies. All data were analyzed by data reduction, data presentation and conclusion.
This study shows that: (1) Teacher pedagogical competence at MTs Negeri 2 Tegal is based on Permendiknas UU RI No. 16 of 2007 concerning Teacher Qualification and Competency Standards, that 10 teachers out of 88 teachers have inadequate constraints in preparing lesson plans and their implementation. (2) the leadership strategy at MTs Negeri 2 Tegal uses the normal reeducative strategy of activities that are teacher competency development such as MGMP, PKB, IKM, functional training. In implementing the strategy, the school principal carries out elements of coaching and developing teacher professionalism which uses an in service training program.
