Konflik politik atas pendirian Tower Based Transceiver Station (BTS) terjadi antara Kepada Desa dengan Masyarakat di Desa Menduran Kecamatan Brati Kabupaten Grobogan yang diakibatkan oleh penolakan terhadap kebijakan Kepala Desa dalam memutuskan penyewaan tanah desa kepada Perusahaan Tower Bersama secara menyimpang, sehingga berdampak pada aksi demonstrasi yang dilakukan oleh masyarakat, adanya petisi penolakan masyarakat dan pemberhentian pembangunan tower sementara. Oleh karena itu penelitian ini bertujuan : 1) mengidentifikasikan faktor – faktor permasalahan yang melatarbelakangi konflik pendirian tower, 2) mengidentifikasikan siapa saja aktor-aktor yang terlibat dalam konflik pendirian tower, 3) mendeskripsikan upaya dalam resolusi konflik atas pendirian tower di Desa Menduran.
Penelitian ini merupakan penelitian lapangan dengan menggunakan metode kualitatif dan pendekatan studi kasus. Dalam teknik pengumpulan data dilakukan melalui metode wawancara, observasi serta dokumentasi yang dilaksanakan di Desa Menduran Kecamatan Brati Kabupaten Grobogan. Teori yang digunakan ada teori konflik politik, mapping conflict, dan resolusi konflik. Hasil penelitian ini menunjukkan : 1) konflik pendirian tower di Desa Menduran dilatarbelakangi oleh tidak adanya sosialisasi sebelumnya kepada masyarakat yang bertempat tinggal disekitar tower, dan Kepala Desa tidak pernah membahas terkait rencana pendirian ataupun penyewaan tanah desa untuk didirikanya Tower BTS, 2) aktor-aktor yang terlibat dalam konflik pendirian tower di Desa Menduran yakni Kepala Desa, Badan Pengawasaan Desa, Lembaga Swadaya Masyarakat, Ketua RT dan Ketua RT, Pemerintah Kabupatem Grobogan dan tentunya masyarakat yang bermukim disekitar pendirian Tower, 3) resolusi konflik yang diupayakan oleh Pemerintah dalam mendamaikan konflik melalui mediasi, dan kesepakatan yang dibentuk antara pihak yang terlibat konflik.
 
ABSTRACT:
Political conflict over the establishment of a Tower Based Transceiver Station (BTS) occurred between the Village and the Community in Menduran Village, Brati District, Grobogan Regency, which was caused by the rejection of the Village Head's policy in deciding to rent village land to the Joint Tower Company in a deviant manner, which had an impact on demonstrations that took place. carried out by the community, there was a petition against the community and a temporary stop to the construction of the tower. Therefore, this research aims to: 1) identify the problematic factors behind the tower construction conflict, 2) identify the actors involved in the tower construction conflict, 3) describe efforts to resolve the conflict over the tower construction in Menduran Village.
This research is field research using qualitative methods and a case study approach. The data collection technique was carried out through interviews, observation and documentation methods carried out in Menduran Village, Brati District, Grobogan Regency. The theories used are political conflict theory, conflict mapping, and conflict resolution. The results of this research show: 1) the conflict over the construction of a tower in Menduran Village was motivated by the absence of previous outreach to the community living around the tower, and the Village Head never discussed plans for establishing or leasing village land for the construction of a BTS Tower, 2) the actors those involved in the conflict over the construction of the tower in Menduran Village, namely the Village Head, Village Supervisory Board, Non-Governmental Organizations, Head of RT and Head of RT, Grobogan Regency Government and of course the community living around the construction of the Tower, 3) conflict resolution attempted by the Government in reconciling the conflict through mediation, and agreements are formed between the parties involved in the conflict.
