Dana desa merupakan elemen penting sebagai sumber utama keuangan bagi pembangunan desa-desa di Indonesia. Oleh karena itu, pengelolaan dana desa menjadi tantangan tersendiri untuk mewujudnya demokratisasi desa. Salah satu desa di Kabupaten Kendal yang berhasil mendapatkan predikat sebagai desa mandiri terbaik adalah Desa Sidorejo Kecamatan Brangsong. Kemandirian ini tentunya dipengaruhi oleh eksistensi kemampuan dalam pengelolaan dana desa. Karena itu, Penelitian ini tertarik untuk mengkaji tentang bagaimana pengelolaan dana desa di Desa Sidorejo dalam perspektif democratic governance. Adapun rumusan masalahnya adalah bagaimana pengelolaan dana desa yang di lakukan oleh pemerintah Desa Sidorejo dalam mewujudkan pembangunan di sektor fisik dan non-fisik di tahun 2022?
Untuk menjawab pertannyaan penelitian ini, penulis menggunakan teori democratic governance yang dikembangkan oleh Pippa Norris yang memuat beberapa prinsip-prinsip, antara lain adalah partisipasi, transparansi, akuntabilitas, dan responsiveness. Adapun metode yang penulis gunakan adalah metode penelitian kualitatif dengan jenis field research (lapangan) dengan pendekatan studi kasus. Dimana Teknik dalam pengumpulan datanya adalah menggunakan wawancara mendalam dengan informan dari unsur-unsur pamong desa. Selain itu juga, dilakukan analisis dokumen yang berupa APBDes, RPJMDes, RKPDes 2022, daftar hadir rapat musrenbang desa, dan rapat-rapat yang berkaitan dengan penggunaan dana desa. Penulis juga melakukan observasi pengamatan secara langsung mengenai kondisi sosial masyarakat di Desa Sidorejo.
Hasil dari penelitian ini menemukan, bahwa dalam perspektif democratic governance pengelolaan dana desa di Desa Sidorejo pada tahun 2022 belum mampu menerapkan seluruh prinsip-prinsip democratic governance dengan maksimal. Diantaranya prinsip-prinsip yang sudah diterapkan adalah partisipasi, transparansi, dan akuntabilitas. Namun, prinsip responsiveness dalam pengelolaan dana desa masih kurang maksimal penerapannya.

ABSTRACT:
Village funds are an important elements as the main source of finance for the development of villages in Indonesia. Therefore, managing village funds is a challenge in itself to realize village democratization. One of the villages in Kendal Regency that succeeded in getting the title as the best independent village is Sidorejo Village, Brangsong District. This independence is of course influenced by the existence of capabilities in managing village funds. Therefore, this research is interested in studying how village funds are managed in Sidorejo Village from a democratic governance perspective. The formulation of the problem is how is the management of village funds carried out by the Sidorejo Village government in realizing development in the physical and non-physical sectors in 2022?
To answer this research question, the author uses the democratic governance theory development by Pippa Norris which contains several principles, including participation, transparency, accountability, and responsiveness. The method the author uses is a qualitative research method with a field research type with a case study approach. Where the technique for collecting data is using in-depth interviews with informants from elements of the village civil service. Apart from that, document analysis was carried out in the form of Village Revenue and Expenditure Budget, Village Medium Term Development Plan, Village Government Work Plan 2022, attendance lists for Village Development Planning meetings, and meetings related to the use of village funds. The author also made direct observations regarding the social conditions of the community in Sidorejo Village.
The results of this research found that from a democratic governance perspective, village funds managements in Sidorejo Village in 2022 will not be able to implement all the principles of democratic governance optimally. Among the principles that have been implemented are participation, transparency, and accountability. However, the principle of responsiveness in managing village funds is still not implemented optimally.
