Tujuan dari penelitian ini adalah untuk menganalisis peran kompetensi, integritas, dan sistem whistleblowing dalam pencegahan kecurangan di Pemerintah Kabupaten Batang. Karena data inti penelitian ini diperoleh langsung dari penelitian lapangan, maka penelitian ini menggunakan pendekatan kuantitatif untuk menggambarkan situasi yang sebenarnya. Dengan menggunakan teknik purposive sample, sebanyak 94 pegawai Aparatur Sipil Negara (ASN) Pemerintah Kabupaten Batang berpartisipasi dalam penelitian ini. Analisis data dilakukan dengan menggunakan regresi linier berganda menggunakan IBM SPSS 27.
Berdasarkan hasil penelitian, variabel kompetensi berpengaruh signifikan dan positif terhadap pencegahan kecurangan. Pencegahan kecurangan dipengaruhi secara positif dan signifikan oleh variabel integritas dan sistem whistleblowing. Ketiga elemen tersebut kompetensi, integritas, dan sistem whistleblowing semuanya memiliki pengaruh yang baik dan signifikan terhadap pencegahan kecurangan pada saat yang bersamaan.

ABSTRACT:
The purpose of this study is to analyze the role of competence, integrity, and whistleblower systems in preventing fraud in the Batang Regency Government. Since the core data of this study were obtained directly from field research, this study uses a quantitative approach to describe the actual situation. By using a purposive sample technique, 94 employees of the State Civil Apparatus (ASN) of the Batang Regency Government participated in this study. Data analysis was carried out using multiple linear regression using IBM SPSS 27.
Based on the results of the study, the competence variable has a significant and positive effect on fraud prevention. Fraud prevention is positively and significantly influenced by the integrity variable and the whistleblower system. The three elements of competence, integrity, and the whistleblower system all have a good and significant effect on fraud prevention at the same time.
